Why are the times "10-4" or "11-3" so important?

A watch. These are the ranges of time that it is generally accepted that UV light, the UVb rays in particular, is most damaging. Clearly there is a link between the strength of the sun and the angle that its rays hit the earth. If the country you are in is approaching, or within, tropical regions then you should recognise that the sun is dangerously hot between 10am and 4pm. The same danger is only present in countries much further North and South between 11am and 3pm. During these times the sensible advice is to cover up with hat, sunshades and sunscreen, seek shade or stay indoors. Outside these hours is the time to sunbathe.
